I've tried both internal and external devices I even created a new partition on my HDD in a different file format (Tried exFAT, FAT32, and NTFS) I've checked for speed caps (There are none) My steam download speeds are consistently capped at 1.4 MB/s I've scoured Steam/Reddit/Every other place imaginable over the last month and have found no answer.
